         Mr. Boring is a Founding Partner of New Energy Technologies, providing consulting services in the wireless communications field. With the increased emphasis on the expansion of wireless opportunities, New Energy Technologies is well positioned to provide expertise in this emerging discipline.

         Mr. Boring brings more than 28 years of experience with multiple Government Agencies as well as multiple experiences in industries from the Technology, Healthcare, and Aerospace Industries.

         Mr. Boring has served as an Advisory Board Member for several emerging companies. Mr. Boring most recently came from Accenture, where he was responsible for identifying Government business opportunities for the East Coast Region and training Geographic and Account Partners in developing penetration plans to secure Government business.

         Prior to Joining Accenture, Mr. Boring spent several years at Electronic Data Systems (EDS) where he was the Senior Regional Executive (Mid-West) responsible for establishing senior level executive relationships in the State and Local Governments to competitively position EDS as a Business Partner around Digital Economy solutions and services.

         Prior to joining EDS, Mr. Boring served as a Regional Sales and Marketing Manager with Whittaker Communications, St. Louis, MO. Mr. Boring focused on project management, integration services and subcontract administration, among other activities. He was responsible for both pre and post sales of system design, integration and the installation of LAN and WAN networks utilizing such protocols as ATM, Switched Ethernet, Token Ring and others.

         Earlier in his career he was a project manager for Loral Aerospace, where he was responsible for all facets of an eight year project with more than 300 employees and contractors assigned. He also provided services for classified contracts on an international basis for the National Security Agency and the Central Intelligence Agency.

         As a project manager for Ford Aerospace and Communications Corporation, Palo Alto, CA, he managed a team of hardware engineers and software developers in the deployment of Project GUESTMASTER, a project consisting of the identification and development of signal collection, processing and forwarding systems deployed on an international basis.

         Mr. Boring served in the United States Army, from August 1969 to January 1983. A native of Pennsylvania, he holds a Business Degree from Pacific Western University.
